I have done a quick read through the pdf and I have not seen any rules regarding Lättlärd och Svårlärd or the cost of skills when they are above or below the governing attribute.

Are these rules from Eon IV not in Eon V?

Lättlärd & Svårlärd are from Eon4, and seem to have been replaced with "Talang" (Talent) & "Inkompetens" (Incompenc[e/y]) in Eon5.

Lättlärd means that:
* You lower the cost at character creation from 2D6 to 3D6 to zero "units", effectively making you start with 3D6 in skills with a dot next to them.
And for those skills that don't normally start at 2D6, you get 3D6 as soon as you "buy" them to 2D6 with 1 "unit".
* During game it lowers the difficulty to raise the skill by 2.
* Cancels out "Svårlärd" on the same skill.

Svårlärd means that:
* Increases the "unit"-cost by x3 during character creation.
* Difficulty to raise skill during game is increased by 4.
* Cancels out "Lättlärd" on the same skill.

Talang/Talent means you get an extra +1T6/+1D6 when using focus on said skill, ie. +2/3D6 for 1/3 focus as an example.

Incompetens/Incompetence means that:
* At character creation, a maximum of 1 "unit" may be spent on that skill (translating into 2D6 as skill value).
* The skill can't be raised above 2D6 during game.
* You can use focus on the skill as normal though.

Addendum:
In cases of double talent: You get +2 "units" to spend on the skill.
In cases of double incompetency: You can't spend any "units" to raise skill.

Talent & Incompetence cancel each other out as with Lättlärd/Svårlärd.

As Otto said, Lättlärd/Svårlärd has been replaced by Talang/Inkompetent. We have also removed Attribute connections from skills in E5, as we opted for things to be a little bit more straightforward in terms of the improvement system, which we have also changed up a bit from the previous version (though we included some optional rules for people who want to maintain a randomisation aspect as well!)
