Don't panic.
As Lulu has a printer in EU (France) and as you are based in the EU, you do not need to do anything.
The legislation aim to increase product safety within EU, particularly targeting Chinese web shops that sell cheap products that often don't comply with EU rules, causing unfair competition with shops that do. What's new is that it is no longer enough to write "This is not a toy" on the package.
When you place something on the EU market, you must document that the product is safe to use when used as intended and it must be possible for you to do a product recall by clearly identifying the product and batch that you may need to recall. For this, the EU authorities must be able to contact you, hence you must provide a postal address within the EU to be contacted for this purpose.
What can seem a little over the top is that these requirements also apply to books including digital books. I guess the thinking here is that harm can also include mental harm. Like if you publish a book for children that includes instructions on how to kill your parents.
For small press publishers outside EU, there seems to be an exempt for hobby companies. However, the guidelines are vague. I expect this will be sorted out with time. Companies like Lulu and DriveThruRPG are likely to come up with solutions that will cover those that publish through these platforms.
