The implication a few places in the rules seems to be that you do adjust skills. Ill admit, for Expert when it came up, we didnt change skills but we did change the various derived stats like KP.
I was looking through old issues of a Swedish computer magazine and noticed advertisements for a shop that sold MSX games.

I dont know about Nyskapande specifically but I think what stands out to me about the early Swedish games is a heavier emphasis on "believable fantasy" which would eventually grow into the culture game.
