You have some talent that you are not aware of, but should you choose to develop it, you will have a natural feel for it and will learn quickly.
This is a good advantage for a campaign where the characters will grow out of their initial shape and evolve into something different, for example ordinary people who decide to start a resistance movement. They will have to learn as they go and develop their specialities.
In game terms, each latent talent is one skill which you may not have above beginner level, but which you may learn during the game at half cost. Typically, these may be skills that the game master will not even let you take at a higher level when the character is first created. The latent talent discount only works up to 18, beyond that, learning costs are normal.
In some cases, the player will not know which skill is affected until he spends points to improve it. The game master will decide which skills are affected and the player will have to explore to find out what the hidden talents of his character are.
